UMOS Chief Operating Officer (COO) Tina Koehn, PhD, has over 25 years of experience in program administration including: resource development, start-up, management and oversight of workforce development and social service initiatives. Her career includes working in a leadership position with the Private Industry Council of Milwaukee County, Inc., which provided her with first-hand experience serving a Workforce Development Board and understanding the needs of its members, local employers and other stakeholders. While there, Tina was part of the lead team responsible for establishing a network of One-Stop Job Centers in Milwaukee County. Her experience includes innovation in workforce development programs as well as leveraging resources through systems integration.
In 1996, Tina joined UMOS as the Vice President of Administration. She has served consistently as UMOS’ lead administrator for workforce development initiatives, including Wisconsin Works and Transitional Jobs since Wisconsin’s inception of those programs in 1997 and 2010, respectively. Promoted to COO in 2016, Tina is the top executive responsible for the agency’s operations in six states serving disadvantaged populations through workforce development, childhood development and social service programs.
Tina also represents Wisconsin as a Board Member of the National Association of Workforce Development Professionals. She holds an Executive Masters in Business and a Doctorate from Cardinal Stritch University’s School of Education and Leadership where the focus of her research included Collaborative Leadership in Workforce Development.
